Between these years, often referred to as the 'charter' years, Ethiopia entered an era of political transition after the fall of the DERG regime, the communist administration turned brutal dictatorship. This political transition was supposed to lead the country into an era of multinational federalism, and a ruling coalition party representing different national groups was formed.
